About this skill

Problem

Tender and procurement work often fails on concrete details: the wrong procurement method, scoring items that are not mapped to evidence, price ranges that are not calculated, disqualification risks that are not scanned early, or missed 7-working-day challenge deadlines after a losing result. This skill turns that workflow into an executable process rather than only providing templates.

How it works

It organizes the work into five phases:

  • Project classification: identify goods, services, or construction; government procurement thresholds; applicable procurement method; and policy benefits.
  • Response table engine: extract starred/non-deviation clauses, scoring items, and qualification requirements, then map each item to drafting location and evidence page.
  • Bid drafting: cover qualification review, commercial pricing, technical response, and service commitments, including blind-bid anonymization and SME declaration letters.
  • Compliance review: check sealing, signatures, amount consistency, CA certificates, electronic receipts, and red lines such as bid-rigging indicators from both evaluator and regulator perspectives.
  • Submission and remediation: prepare submission checks and outline challenge and complaint letter requirements, deadlines, and document structure.

Boundaries

The skill enforces compliance and refuses requests involving bid-rigging, collusive bidding, or false materials. Legal provisions, regional thresholds, deposits, and e-platform rules must follow the latest local rules; major legal disputes should still be reviewed by licensed lawyers or qualified procurement consultants.

Use Cases

  • After receiving a government procurement RFP, break scoring items, qualification clauses, and starred clauses into a bid response table with evidence pages.
  • Before pricing, calculate price-score ranges for scoring or lowest-price methods and check unit price, total, and numeric/text consistency.
  • Before submission, screen sealing, signatures, amounts, blind-bid anonymization, and electronic receipts for disqualification risk.
  • After losing a bid, prepare challenge or complaint letter deadlines, required elements, and submission checklist.

Best For

  • Commercial bid coordinators who turn procurement RFQs into executable response tables and drafting assignments.
  • Technical lead authors who map technical parameters to compliance, superiority, deviation, and evidence pages.
  • Finance or cost analysts who calculate price-score ranges and check quotation consistency.
  • Project managers handling bid remediation who need challenge and complaint deadlines, elements, and checklists.
