About this skill
Problem
In customs workflows, product descriptions often omit key attributes, so the HS code can be identified only to 6 or 8 digits and cannot yet be declared as a 10-digit code. Regulatory conditions, licenses, inspection requirements, and anti-dumping risks are also easy to miss. This skill combines classification, regulation lookup, and policy feedback drafting into one workflow.
How it works
It parses product attributes, checks the completeness of name, material, use, specs, and processing depth, then reasons through chapter, heading, subheading, and control suffix. It focuses on 9-10 digit splitting: recognizes category-level patterns, infers from sibling subheading rules, and labels results as high / medium / low confidence. For mixed materials, multi-function machines, parts versus finished goods, and sets, it applies classification rules and records the basis instead of leaving a blank “to be confirmed.”
Boundaries
It is useful for engineering, trade compliance, and product teams to prepare preliminary classification and supporting notes. The final code should still be verified against official tariff schedules, the single window, or the competent customs authority. If key attributes are missing, the output should be treated as a checklist and validation suggestion, not the sole basis for declaration.
Use Cases
- Before filing, verify attributes of a mixed-material product and draft a reviewable 10-digit HS code with the reasoning
- Before food export, check whether a health certificate, inspection, or registration is needed and compile the control requirements
- For multi-function machines or sets, determine the classification path by primary function or essential character to avoid material-category errors
- When preparing policy feedback documents, summarize the relevant regulations, control conditions, and common license requirements
Best For
- Trade compliance officer preparing export declarations, needing a reviewable 10-digit HS code draft from vague product descriptions
- Foreign trade manager explaining to customers which licenses, inspections, or registrations are required for a product category's export
- Product engineer determining classification paths for mixed materials, parts, or finished machines in customs filings
- Policy researcher organizing relevant regulations, control conditions, and feedback document points for a commodity
