Before sealed-bid submission, the biggest risk is not a weak proposal but a mechanically rejected blind-bid file. Small deviations in margins, font, page number, document metadata, embedded logos, project managers, or image EXIF can cause disqualification or scoring penalties.

How the Skill Works

The skill treats the tender's blind-bid requirements as the baseline, first extracts a requirement profile, then scans Word/PDF formatting and metadata. Key steps include:
- parsing paper size, margins, fonts, line spacing, page numbers, and heading numbering rules;
- extracting formatting facts with scripts and comparing them against tolerance rules;
- detecting residual bidder identifiers such as company names, abbreviations, logos, staff names, and past projects;
- suggesting page-limit reduction priorities, optionally weighted by scoring criteria;
- producing a report with required values, observed values, risk levels, and fix instructions.

Scope and Limits

It checks formatting and identity traces only, without judging technical content or replacing manual final review. PDF indicators for fonts, line spacing, and margins may be unreliable and should be rechecked after conversion to docx or by manual inspection. Images, hidden layers, scanned pages, and title blocks also require human verification.
