What It Solves

Fire-code lookups often fail for three reasons: standards are scattered across GB, XF, departmental rules, and local regulations; version status and replacement relationships are hard to verify; and web results mix forums, document sites, and secondhand commentary with official text. This skill narrows its role to a clause-retrieval amplifier and formatter: it handles law name + clause keyword queries, quotes official text verbatim, and does not provide compliance judgments, legal interpretation, or drafted reports.

How It Works

• Catalog-driven lookup: it first matches the law name, clause number, status, and official URL in references/catalog.md, then builds a targeted query.
• Official-source retrieval: it prefers whitelisted sources such as npc.gov.cn, gov.cn, and openstd.samr.gov.cn, extracting the target clause rather than summarizing the full standard.
• Verbatim output: it preserves clause numbers, numeric values, units, and punctuation to avoid compliance errors from paraphrasing, and includes the source URL and verification status.
• Optional enhancements: for local PDFs, offline use, or repeated lookups, it can use local extraction, golden caching, and multi-source reconciliation; the core path requires no dependencies.

Boundaries

It is suitable for retrieving clauses, penalties, case leads, standard validity, and mandatory provisions, not for deciding whether a building is compliant or drafting acceptance reports. It cites only official whitelisted sources, not forums, wikis, or commercial document sites, and it does not distribute standard PDF originals. The output is for study, verification, and engineering reference only; formal publications and competent authorities' interpretations remain authoritative.
