The Problem

How It Works
The skill classifies input into three modes: bid document review, tender document review, and chapter drafting. When a bid document is provided, it checks five dimensions:
- Formal compliance: corporate/seal requirements, bid validity, deposit, authorization, SME declaration placement;
- Eligibility compliance: business scope, qualification level, track record, blacklists, related-entity conflicts;
- Commercial terms: maximum price limits, numeric/word consistency, subtotal-to-total arithmetic, duration and warranty;
- Technical response: ★ items, copied solution traces, staffing certificates and proof of assignment;
- 2026-specific rules: quantified evaluation criteria, new credit commitment format, e-signature standards.
The output separates fatal issues, high-risk issues, and optimization suggestions, then assigns a compliance score. If a dimension cannot be judged from the provided text, it marks it as “insufficient information” rather than assuming compliance.
Limits
This is best used as a pre-submission self-check and a tender-risk scan, not as final legal advice. Where legal wording is uncertain, the skill advises verifying the original regulation. Whether a bid is ultimately accepted still depends on the tendering agency, purchaser, and applicable regulatory interpretation.
