This skill treats legal Q&A as an engineering workflow: it converts colloquial requests into scenarios, fact checklists, and search plans, reducing the risk of jumping to conclusions before verifying sources.

How it works

Five-stage flow: identify the user, confirm position, extract facts, route complexity, retrieve and classify law, then return staged actions and disclaimers.
Knowledge base first: prefers RAG_search or environment-equivalent tools for statutes and cases, falling back to web_search only when RAG is unavailable or yields no valid hits.
Layered retrieval: uses simple, standard, or deep routing; separates statute and case search; applies multi-round keyword swaps and reads hits by Tier A/B/C relevance.
Anti-hallucination checks: verifies statute numbers, case sources, effective status, and search evidence before output; unverified citations are excluded from the main answer.
