About this skill

Problem

When reviewing a tender file, bidders can easily miss qualification gates, invalid-bid triggers, scoring formulas, and commercial risks hidden across dozens of pages. This skill converts the document into a structured, traceable interpretation focused on clause extraction and risk notes.

How it works

  • Triage: identifies notices, main documents, and amendments; rejects non-tender files and runs OCR for scanned pages when needed.
  • Chunking: for documents over 100 pages, it processes sections by priority: front table, qualifications, invalid-bid clauses, evaluation method, technical requirements, and commercial terms.
  • Seven modules: project basics, qualification review, compliance review, commercial requirements, technical requirements, invalid-bid cases, and scoring criteria, plus a tendency review.
  • Anti-hallucination rule: key qualifications, parameters, disqualification items, and scoring rules must cite source positions such as P21 or Chapter 2, 25.1; if a clause cannot be located, it is marked for manual review.
  • Risk visibility: flags stacked qualification requirements, clauses, harsh payment terms, short deadlines, brand-specific parameters, and other potentially exclusionary terms.

Boundaries

It does not provide legal conclusions, bid pricing, bid document drafting, score simulation, or win-rate prediction. Official tender documents remain authoritative, and major disputes should be reviewed by qualified legal or procurement professionals.

Use Cases

  • After receiving a 100-page tender file, extract qualification requirements, invalid-bid clauses, scoring formulas, and deadline.
  • When reviewing a tender amendment, check conflicts between the amendment, front table, and main text, then cite source pages.
  • Before bidding, check technical requirements for brand-specific parameters, stacked qualifications, precise history criteria, and biased scoring items.
  • With only a tender notice, extract project name, budget, procurement method, and deadline, then note that the main file is needed for scoring.

Best For

  • Bid managers: weekly shortlist projects by checking qualification gates, invalid-bid triggers, and scoring risks.
  • Procurement agencies: review tender clauses for ambiguity and prepare clarification question lists for unclear terms.
  • Legal or compliance reviewers: locate starred clauses, payment terms, penalties, and IP ownership for lawyer review.
  • Bid specialists: extract deadlines, bid security, CA signatures, pricing, and sample requirements from long documents.
