The problem

In planning projects, the most time-consuming work is often not a single design decision, but decomposing materials, switching logics, and packaging results. Large sets of location, policy, and upstream planning documents need to be turned into an analysis framework. The same proposal may have to be re-explained for government reviewers, technical experts, investors, and clients. Regulatory detailed planning work also requires repeated checks of land use codes, floor area ratio, building density, building height, green space ratio, and supporting facilities.

How the skill works

The skill is aimed at urban planning, territorial spatial planning, and related consulting workflows. It organizes tasks around the workflow described in SKILL.md:

• Proposal framework generation: Given project location, upstream plans, policy requirements, local resources, current issues, and client needs, it builds a structure covering background analysis, current-state diagnosis, issue identification, positioning, spatial strategy, priority actions, and implementation safeguards. It supports urban renewal, industrial parks, village planning, cultural tourism planning, and regulatory detailed planning.
• Reporting adaptation: The same proposal can be reorganized for government reporting, expert review, investor communication, and client presentation, with adjusted emphasis on policy alignment, technical logic, industrial value, and operating model. It can also draft PPT structure and reporting text.
• Metric and basis checking: It helps match land use classification codes, analyze development intensity, check floor area ratio, density, height, and green space ratio, analyze 15-minute living circle support, generate four-line control content, and organize regulatory detailed planning indicator tables.
• Regulatory detailed planning output: It generates plot-level indicator systems and outputs indicator tables, checking results, and GIS-importable CSV data.
• Site analysis: Using red-line drawings, CAD files, aerial photos, site photos, or project addresses, it assists with plot localization, surrounding relationship analysis, location assessment, site condition review, and local policy matching.

The workflow can produce a Word planning report, PPT presentation files, regulatory detailed planning datasets, and supporting reporting text.

Boundaries

It is best used for material organization, framework building, text drafting, indicator assistance, and deliverable structuring. It should not replace field research, professional judgment, data validation, or final deliverable review. The planner remains responsible for scheme value, technical reliability, and accountability.
