Problem

Government work reports, Politburo communiques, budget reports, and ministry documents are concise, context-heavy, and hard to compare. Engineers and researchers often need to extract keyword shifts, compare policy intensity against prior years, and map policy language to sector impact without over-reading ambiguous signals.

How It Works

The skill uses a six-dimension framework: tone, key wording, content ordering, new phrasing, year-over-year comparison, and a policy intensity index. It first identifies report type, such as annual headline, quarterly calibration, or fiscal-specific, then adjusts dimension weights. Supporting references include:

• keyword_database.md: tracks high-frequency terms, disappeared/heated words, and priority wording.
• policy_evolution.md: provides policy cycle stages, conflict matrix, and policy-to-market model.
• historical_comparison.md: checks GDP, employment, fiscal, and other quantitative targets.
• market_impact_framework.md: maps statements to S1-S5 signal strength, beneficiary/pressured sectors, expectation gap, and transmission path.
• a_share_sector_impact.md: maps to Shenwan industries, industry-chain transmission, historical event retrospection, capital-flow validation, and lag estimation.

The output includes policy direction, economic outlook, market signals, follow-up policy forecasts, quantified market impact, and A-share sector analysis.

Boundaries

It works best when full report text or communique is available, such as during the Two Sessions window, Central Economic Work Conference, five-year plan, budget report, or ministry document analysis. The skill emphasizes textual evidence, citations, and confidence labels. The policy intensity index is an informed estimate, not a precise measurement, and the analysis is not investment advice. Data gaps, sensitive topics, and ambiguous signals require careful handling.
