Introduction¶
Contingency planning is a typical “fixed format, many sections, easy to miss items” task. A comprehensive plan for a medium-sized enterprise usually must include chapters such as general provisions, organizational system, early warning, emergency response, post-incident handling, safeguard measures, and plan management, plus two annexes: risk assessment and emergency resource survey. Writers have to repeatedly consult GB/T 29639-2020 and industry standards to confirm what to include in each section and how detailed it should be. Requirements differ across industries such as chemicals, pharmaceuticals, metallurgy, and mining, and applying the wrong template is a common cause of rework.
The Skill described below breaks this process into executable steps, from scenario identification through review and filing, and provides multi-industry scenario frameworks.
What This Is¶
An emergency response plan preparation assistant for production safety accidents. Location: @user_a8c636dd/emergency-response-plan-pro. Version 1.0.0. Source: community. Category: professional. Publisher: user_a8c636dd. It addresses a specific problem: rather than providing only a blank template, it offers writers a preparation path that conforms to the GB/T 29639-2020 guideline and the regulatory requirements of the Ministry of Emergency Management.
The SkillHub page currently shows a rating of 100000, 1211 downloads, and 0 installations. Zero installations means this skill has not yet been widely validated in real-world use; this point is noted separately below.
Core Functions¶
The capabilities covered by the skill are arranged by workflow, in four steps.
- Scenario identification. First determine the industry scenario the enterprise belongs to, then decide which set of preparation requirements to adopt.
- Risk assessment. Produce risk identification and assessment conclusions according to the scenario, as the basis for the main body of the plan.
- Plan preparation. Generate content frameworks for a comprehensive plan or specialized plan that conform to the guideline structure.
- Review and filing. Provide guidance for the review and filing stage, including preparing submission materials and a checklist to support review.
In terms of industry coverage, the materials list more than ten scenario types, including chemicals, pharmaceuticals, metallurgy, construction, mining, ammonia-related operations, and dust-explosion hazards.
As for trigger timing, the official description lists four cases: preparing, reviewing, or optimizing an emergency response plan, and planning emergency drills. That is, it is not only a drafting tool but also covers two follow-on tasks: revision and drill design.
The tag requires_api_key=false indicates that calling this skill does not require an additional API key, lowering the barrier to integration.

It should be noted that the retrieved materials do not include specific platform installation commands, directory paths, or configuration file fields. For skills based on the generic SKILL.md format, installation is typically initiated by clicking install on the SkillHub page, after which the platform writes the skill into the local skills directory and activates it. Configuration methods differ among Cursor, Codex CLI, and Claude Code; I have not verified official instructions and therefore will not write speculative commands here. After adding it, confirm that the identifier above appears in the skills list.
Typical Usage¶
The official materials do not provide example dialogues. The inputs below are constructed according to the skill’s declared four-step workflow, to confirm whether the skill operates as expected.
First, perform scenario identification and risk assessment:
We are an ammonia-based refrigeration enterprise. Please first identify the industry scenario, then output a risk assessment framework in accordance with GB/T 29639-2020. Do not generate the main text of the plan yet.
Then proceed to preparation, and require alignment with the guideline structure:
Continue. Output a content framework following the chapter order of a comprehensive emergency response plan. For each section, mark the elements it should include, and indicate which elements require us to supply data from our emergency resource survey.
When revising an existing plan, constrain changes to follow assessment:
The response classification in our current plan does not match actual accident scenarios. Please first provide adjusted risk assessment conclusions, and then, based on them, rewrite the two sections on response classification and response procedures.
Inputs for drill planning can be more specific:
Prepare a comprehensive drill plan for an ammonia liquid leak. Provide the scenario design, the division of roles for participants, the drill process, and evaluation points.
These four inputs are derived from the skill’s declared capabilities and are not official cases. The actual quality of the output must be verified locally.
Use Cases and Notes¶
It is suitable for three types of users: safety managers who need to prepare a plan for the first time, writers who need to revise or optimize an existing plan, and organizers who need to plan emergency drills. In terms of industries, there are corresponding frameworks for scenarios such as chemicals, pharmaceuticals, metallurgy, construction, mining, ammonia-related operations, and dust-explosion hazards.
Several limitations are worth noting.
This skill provides process guidance and content frameworks, not compliance conclusions. A plan must ultimately be submitted, in the enterprise’s name, to a review institution for examination and to the regulatory authority for filing; legal liability does not transfer by using this skill.
The guideline sets only the minimum requirements. Hazardous chemicals, mining, and other industries have separate specialized standards, and local regulators may impose additional requirements. The frameworks produced by the skill must be checked again against industry standards.
The numbers written into the plan must be real data, including the classification of major hazard installations in the risk assessment and the quantities of supplies in the emergency resource survey. The skill does not generate these data for the enterprise; if they are missing, you must go back and complete the surveys.
Zero installations indicates that real-world validation of this skill is still limited. On first use, it is recommended to test it on a single chapter first, confirm that the output structure aligns with the guideline requirements, and then scale it to the entire plan.
Conclusion¶
The value of this skill lies in transforming emergency response plan preparation from “filling in blanks by consulting the guideline” into an ordered four-step process, and in proactively converging the differences across more than ten industry scenarios into frameworks. For scenarios where you need to build the structure from scratch, the time saved in cross-checking is quite noticeable.
