What It Solves

Many small and mid-sized teams still run HR on tenure-based pay, impression-based appraisal, and a single management promotion path. Strong technical staff may have no route upward, appraisal dimensions may apply the same rubric to sales and engineering, and qualification, appraisal, pay, and development systems remain disconnected. This skill targets design, import, reform, and transition of HR systems; it does not cover routine attendance, recruiting, social insurance, EAP, or HRIS implementation.

How It Works

It organizes four subsystems around role competency: qualification system, appraisal system, pay system, and development system. A typical workflow includes:
- Clarify the implementation goal, align leadership, and set up a steering team
- Run job surveys, competency requirements design, and job evaluation
- Design G/M/S grades, promotion criteria, retention periods, and dual-track paths
- Set role-specific appraisal weights, staged standards, and rater calibration
- Design competency pay tables, pay protection periods, and transition plans
- Use OJT, OFF-JT, and challenge systems for talent development

Boundaries

It can output structured proposals, such as different weightings for sales and engineering, parity between specialist and management tracks, and a 15-item anti-pattern checklist. It is suitable for questions like “how should the system be designed or introduced,” not for salary negotiation, labor disputes, social insurance calculation, full training scripts, or enterprise HRIS database design.
