Problem Background

China's official holiday and adjusted-workday schedules are confirmed only when the government publishes a notice for that year. Third-party calendars often have inconsistent sources, uneven fields, or premature guesses for future years. Engineers who need scheduling, billing, reporting, or reminders usually need more than a static calendar: they need a conservative pipeline that treats gov.cn notices as the authoritative source and returns unknown when no notice exists.

How It Works and Boundaries

The skill follows a conservative sync workflow:
- Prefer configured sources: read local notice_urls first; if the requested year already has a confirmed URL and refresh is not explicitly requested, use local holiday storage.
- Controlled discovery: allow or skip probing based on the distance between the requested year and the current year; far-future years are not probed.
- Source validation: accept only https://www.gov.cn/zhengce/content/... candidates, then confirm them by page content and title before writing to notice_urls.
- Structured parsing: extract holiday ranges and adjusted workdays from the official notice, producing fields such as date, is_holiday, is_workday, holiday_name, and source_url.
- Two-layer persistence: keep stable source mappings in notice_urls and probe history in discovery_cache, including negative checks for the current month.

It fits data pipelines that need official holiday inputs, but it is not intended to generate future schedules before publication or replace manual review of special-year rules.
