This skill turns planning reports into reusable writing constraints, so authors can define the skeleton first and then fill in content, avoiding a pile of summaries, annual plans, and mid-term plans.

How It Works

The skill is organized around a four-part structure: development foundation, development environment, overall requirements, strategic measures.
- It constrains wording by scenario, such as outcome evaluation, issue evaluation, and measure expression, and suggests verbs and judgment statements that fit planning contexts.
- During drafting, it can reference the pyramid principle so the conclusion comes first, higher levels govern lower ones, items are grouped, and logic progresses.
- It uses MECE to check that evaluation items are mutually exclusive and collectively exhaustive.

Boundaries

It is useful for drafting strategic planning reports, annual business plans, development goals, and measures, or for restructuring existing materials. It does not provide data retrieval, chart generation, or automatic layout. Facts, metric definitions, and final policy wording still require author verification. If the input is thin, add basic data and environment analysis before polishing wording.
