Problem

This skill turns that review into rule-based checks.

How It Works

It first extracts text from PDF, DOCX, PPTX, or TXT files and classifies each document. Classification uses file names, keywords, and section structure, and it reports confidence and evidence. Low-confidence cases should be confirmed by a human. After classification, it runs type-specific rule scans: bidding documents cover fair competition, rejection clauses, qualification conditions, technical parameters, bidding procedure, contract clauses, and antitrust issues; meeting materials check procurement method, budget basis, decision process, and scope; notice materials check publication period, result notice, and objection channels; contracts check clause and procedure compliance. For multi-file audits, it orders documents by procurement stage and compares key fields. It detects tax-inclusive and tax-exclusive amounts, converts them using a 6% VAT rate before comparison, and checks service unit prices line by line. Amount variance is graded as normal at ≤10%, medium risk at 10%-20%, and high risk above 20%. The output includes JSON, a Markdown summary, and a styled HTML report for review or reporting.

Boundaries

Results depend on text extraction quality; scanned documents with poor OCR may miss details.
