- parse budget, qualifications, and deadline;
- profile the buyer’s historical awards and supplier preferences;
- identify likely bidders and compare their award history;
- build a price band from comparable projects;
- assess the user’s competitive position using prior performance.

Conclusions must be traceable: amounts, counts, and company names come from API responses, while inferences are framed as signals or characteristics. A full report typically consumes 12-25 queries; a quick check consumes 5-8.
