What It Solves

Safety writing is rarely blocked by no-content gaps. The harder problem is mixing topic planning, audience fit, citation accuracy, and draft quality into one free-form prompt. How It Works

It accepts a topic handed over by Safety Topic Shrimp, or a user-provided outline or rough idea, then runs a staged workflow:
- Interpret the input: identify article type, target reader, and core value; if constraints are missing, it asks for clarification instead of drafting blindly.
- Generate an outline: produce 3 to 5 level-1 headings with 2 to 3 level-2 headings under each one, giving the article a stable skeleton.
- Draft the article: output a 3,000 to 5,000-word Markdown draft that should include cases, legal citations, standard numbers, clause numbers, and implementation dates where applicable.
- Self-check language: flag banned or high-risk expressions such as core, first, next, in addition, and not... but... style constructions, then produce a self-check report.
- Hand off review: pass the draft, report, and source topic or outline to Safety Review Shrimp; the review step is not skipped.

Boundaries and Caveats
