Preparing bid documents is a time-consuming and high-stakes process in tendering. Key challenges include manually extracting critical requirements, scoring criteria, and disqualification triggers from complex tender documents under tight deadlines; drafting a compliant proposal from scratch, which often takes days; and the risk of disqualification due to minor formatting errors or missing content during the review phase. This tool automates these three intensive and error-prone stages of bid preparation.

Core Capabilities and Workflow

By leveraging the cloud-based API of Bailian® Bid Writing, the tool automates the entire flow from interpretation to draft generation and compliance review, executing all commands in the background. The user only needs to provide files and state their requirements.

• Intelligent Interpretation: Given a tender document (supports PDF, DOC/DOCX), the tool generates a structured 8-dimension analysis report, covering project info, disqualification red lines, scoring standards, and providing bid control insights (e.g., participation recommendations, action suggestions). The report can be exported as HTML or Word.
• Bid Creation: Based on the interpretation, the user can select a specific package and specify page count (up to 500 pages). The tool automatically generates an outline, content body, and populates standardized templates, producing a DOCX bid file with a table of contents and bookmarks for "to-be-filled" items. This step consumes points.
• Compliance Review: After a bid is generated or provided, the tool cross-references it against the tender document to output a risk-prioritized issue list (High Risk, Needs Review, Informational) with modification suggestions. It supports multi-file similarity detection and exports an HTML compliance report.

The workflow is iterative: after interpretation, it can prompt for bid generation; after generation, it can prompt for compliance review.

Usage Boundaries and Key Notes

1. File and Quota Limits: Operations are subject to file size limits (e.g., tender document ≤50MB) and user point quotas. The compliance review supports single files up to 1024MB. Bid generation consumes points, while interpretation and review themselves do not, but a positive balance is required to call the API.
2. Level of Automation: The tool can auto-fill common standardized tables, but unverifiable information remains as "to-be-filled" items for manual completion. The output is a high-quality draft or framework, not a finalized document ready for submission without review.
3. Execution Model: All backend operations (e.g., script execution) are hidden from the user. User interaction is limited to providing file paths/URLs, describing requirements, and pasting the App Key. Key outputs are the absolute paths to the generated files and structured result summaries.
