Problem

Bid documents often scatter scoring criteria, qualification thresholds, invalidation clauses, pricing rules, and formatting requirements across many sections. Manual review can miss technical scoring points, leave credit materials inconsistent, or create pricing deviations that reduce score or trigger invalidation.

How It Works

The skill parses a bid document into technical, credit, and pricing modules. It first validates files and converts PDF, Word, and Excel content into text, with fallback paths such as pdfplumber, rawdict, and OCR for scanned files. It then detects the project type from industry signals and lets the user choose a module.

• Technical module: extracts project data and construction plan titles, builds a four-level outline, produces a scoring coverage table, and forms a master guide with key risks.
• Credit module: breaks down scoring, mandatory thresholds, invalidation clauses, and reputation requirements, then generates material organization strategies and reviews submitted credit files.
• Pricing module: identifies evaluation modes, benchmark price rules, and non-competitive fees, then generates pricing direction and imbalance-pricing strategy, and checks completeness and consistency.

Each module tracks progress through state.json, supports single-step execution and resumable runs, and requires user confirmation after each step. It is useful for early bid breakdown, bid writing guidance, and pre-submission risk review. It does not fabricate qualifications, track records, or personnel information, and pricing output avoids specific numbers. Scanned PDFs, encrypted files, and older .doc files may need extra handling; critical invalidation decisions should still be checked manually.
