Enterprise procurement documents need to read like a real bid and avoid compliance traps at the same time. A plain draft can miss qualifications, performance records, scoring rules, disqualification clauses, and the tender structure; a compliance-only review may still leave product materials, technical design, and commercial pricing incomplete. This skill combines bid generation with tender-file compliance review in one workflow, aimed at government procurement, construction, IT/software, medical, and education contexts that follow China's tendering norms.
How it works
The skill has two main paths:
- Bid generation: it combines user input, web lookup, and uploaded source files to produce tender notices, tender documents, technical specifications, scoring criteria, bid responses, technical solutions, commercial quotations, and case materials. It can extract company, platform, AI capability, business modules, and key metrics from PPT, PDF, DOCX, and similar files, then organize them into bid sections.
- Compliance review: it follows text extraction → structured parsing → eight-dimension scan → report generation, covering 95 rules across 13 categories and 45+ review items, including fair competition, disqualification clauses, qualification conditions, technical parameters, tender procedure, and contract risk. The output includes risk levels and remediation suggestions.
- Modular generation: bid_module/ splits chapters into separate modules, with file-name prefixes controlling order. When a tender has many detailed requirements or needs clause-by-clause response, the workflow can switch to a standalone python-docx path to reduce template hard-coding and fragile context handling.
Boundaries
Use it for strongly bidding-related tasks such as bids, tenders, bid responses, commercial quotations, technical solutions, and compliance review. It is not suitable for general industry analysis, data lookup, or ordinary document drafting. Before final submission, verify placeholders for qualifications, project history, team, and pricing, and confirm the latest regulations and the specific tender's requirements.
