About this skill

Before submission, the highest-risk gap is often not a weak proposal, but a missed disqualification clause, qualification threshold, signing requirement, deviation-table note, or pricing formula. bid-review is a pre-bid completeness check workflow: it extracts tender requirements into a structured checklist, maps each requirement to a location in the bid documents, and produces traceable risk and scoring outputs.

Problem Addressed

  • Disqualification and format risks: hard requirements such as rejection clauses, page limits, signatures, seals, and packaging are easy to overlook.
  • Split bid volumes: commercial, technical, pricing, and qualification files are often scattered across documents, making clause-level traceability hard.
  • Opaque scoring basis: objective scores, subjective ratings, base-price rules, and price formulas are mixed together, leaving little auditable basis for pricing before finalization.

How It Works

  1. Local document parsing: supports archives, PDF, DOCX, and file paths; identifies commercial, technical, pricing, and qualification volumes, then extracts text, tables, and scanned-page content.
  2. Structured checklist: extracts disqualification items, commercial scoring, technical scoring, format requirements, qualification gates, and pricing rules into a checklist workbook for review.
  3. Clause-by-clause comparison: maps each requirement to the corresponding file, page, or section, then marks it as responded, partially responded, not responded, or needs manual confirmation.
  4. Risk and scoring output: generates a workbook with comparison detail, risk list, and score summary, and runs base-price scenario simulation plus price sensitivity analysis for scoring formulas.

Boundary and Notes

The skill is designed for local file processing and does not upload or transmit files. Scanned pages, implicit qualifications, and parameters that satisfy requirements without an explicit statement are flagged for manual confirmation. It is best used as a pre-submission review aid, not a replacement for legal, procurement, or bidding experts.

Use Cases

  • Before deadline, check bid documents against tender clauses for missing disqualification items, signatures, seals, and page limits.
  • Before opening, trace commercial, technical, pricing, and qualification responses to specific files and pages.
  • Before final pricing, analyze the scoring formula and simulate pessimistic, neutral, and optimistic base-price scenarios.
  • After receiving tender documents, extract disqualification items, scoring rules, qualification gates, and format requirements into a reviewable checklist.

Best For

  • Bid managers who need to confirm clause-level responsiveness before submission and surface high-risk gaps.
  • Commercial operations staff who need to map commercial, qualification, and pricing volumes to tender clauses for an auditable record.
  • Technical or proposal writers who need to verify technical scoring points, parameter responses, and deviation-table notes.
  • Pricing or finance analysts who need to interpret price scoring formulas and compare base-price scenarios before finalizing a bid.
