The problem

The hard part before a bid is not finding a template. Tender documents scatter qualification items, scoring standards, commercial terms, pricing constraints, and dark-bid red lines across a long document, and manual reading can miss critical items. Teams then still need to convert requirements into an editable bid package and check submission risk, formatting issues, and duplication across multiple files. XinXun Bid Writing Tool targets that pipeline by connecting tender interpretation, bid document generation, and compliance review in one project context, reducing repeated uploads and inconsistent wording.

How it works

The skill calls the Bailian® Tender open API with an App Key. Tasks use an asynchronous submit, poll, and retrieve model, and can run on local files or downloadable URLs.

• Smart interpretation: accepts .pdf, .doc, and .docx tender files up to 50 MB per file, then outputs project information, qualification items, disqualification red lines, scoring standards, commercial terms, pricing requirements, procurement background, and bidding-control insights. Reports can be exported as HTML or Word.
• Bid drafting: works from an interpreted project, lets the user choose a package when multiple packages exist, and can target up to 500 pages. It generates a .docx bid file with a table of contents, chapters, and “to-fill” bookmarks. Standard tables are filled where possible, and uncertain fields are kept as placeholders.
• Compliance review: checks one or more bid documents against the interpreted tender file, returns high-risk, review, and notice items with tender basis, bid evidence, and suggested fixes. It can detect duplication across multiple files and marks partial semantic review results separately.

Boundaries

Interpretation, package extraction, and compliance review are not billed as generation, but bid generation consumes credits. When using the API or skill entry points, the account balance must be greater than 0 before submission. Bid generation can take more than 10 minutes and requires waiting for progress. File input can be a local absolute path or a downloadable URL; URLs are downloaded first. The skill is best for bid preparation and pre-submission checks, not a substitute for legal advice or final qualification judgment.
