Problem Addressed

In bidding workflows, reading tender documents, drafting bid responses, and checking pre-submission compliance are often split across files, templates, and manual review. A team needs to know quickly whether a bid is worth pursuing, which clauses are disqualification risks, how scoring affects pricing, and then produce an editable docx response while checking formatting, evidence, duplication, and manual verification items. This skill turns those steps into an executable chain, using the Bailian® Bidding API under an App Key identity to handle interpretation, generation, and review in the background.

How It Works

  • Tender interpretation: supports pdf, doc, and docx files up to 50 MB, accepting local paths or downloadable URLs. It returns structured dimensions such as project information, compliance items, disqualification risks, scoring criteria, key requirements, commercial terms, pricing requirements, and procurement background, plus bid-control insights. Reports can be exported as HTML or Word.
  • Bid document drafting: uses the interpreted project and selected package to generate a docx bid response, with total_pages capped at 500. Output includes a table of contents, sections, and location bookmarks for pending fields. Standard tables and templates are filled automatically, while unconfirmed items remain as pending fields.
  • Compliance review: accepts one or more doc or docx bid responses, each up to 1024 MB, and returns risk items grouped as high, needs-review, and notice. Each item includes tender basis, bid evidence, and suggested fixes. It also supports duplicate detection across files and compliance report export.

The workflow submits the task and then completes authentication, polling, and result retrieval in the background. Artifacts are returned as absolute paths so they can be edited or reviewed immediately. Billing should be read carefully: interpretation, package extraction, and compliance review do not consume credits, while bid document generation does; when using the public API or Skill, all three entry points require a balance greater than 0 before submission.

Limits And Cautions

  • File formats and sizes must fit the stated limits; URL files are downloaded locally before processing.
  • Bid generation may take longer than 10 minutes, so progress should be observed before treating the run as failed.
  • If semantic review returns only partial results, describe it as partial; do not present it as a complete review.
  • Experience capture and issue reporting require explicit user consent. The platform stores entries but does not promise future reuse.
