About this skill
Problem
Bidding documents often span PDFs, DOCX files, and scanned pages, while key terms hide in front tables, scoring sheets, and contract appendices. Manual review can miss bond requirements, qualification thresholds, deadlines, or rejection clauses, and may misread unchecked options.
How It Works
It extracts content across project basics, timelines, bidder qualifications, document format, scoring criteria, contract terms, and supplements, marking contradictions or ambiguity with 【待澄清】. For DOCX Wingdings checkboxes, it recognizes the checked state instead of taking the first text. The result is organized into JSON and rendered into a .docx report by generate_report.py: dark-blue table headers, color-coded risk labels, highlighted clarifications, and a support/risk decision list.
Boundaries
It supports pre-bid information checks and risk screening, not legal review or final commercial judgment. Missing budget, qualifications, or dates are marked not found in the file; multi-page documents should be read fully, and ambiguous wording is not rewritten subjectively.
Use Cases
- Review government, engineering, or commercial bidding documents before submission, extract project, budget, qualification, and timeline details, and generate a .docx report.
- Check Wingdings checkbox options in DOCX front tables, identify the selected state, and avoid misreading bond or review-mode requirements.
- Break down price, technical, commercial scoring rules and shortlist criteria, then build a scoring summary table to assess win opportunities.
- Summarize payment, performance bond, schedule, breach, and rejection clauses, flag high/medium/low risks, and produce a bid decision list.
Best For
- Bid managers: need to decide whether to bid before deadline and compile qualification, budget, and risk lists.
- Commercial specialists: need to verify bond, payment, performance, and breach clauses, then prepare negotiation priorities.
- Pre-sales or solution managers: need to extract technical requirements, scoring rules, and document format, then assign team work.
- Legal or compliance officers: need to locate contradictions, ambiguous terms, rejection clauses, and qualification limits, then draft clarification questions.
