What Problem It Solves
Writing party and government documents is often not a drafting problem, but a compliance problem: wrong document type, improper primary or copied recipients, missing GB/T 9704-2012 layout, unverifiable figures and document numbers, or formulaic machine-written tone. This skill makes those constraints explicit before drafting, requiring subject, topic, and document type so that an upward request, downward notice, or parallel correspondence is not mixed up.
How It Works
It follows a fixed pipeline:
- Type selection: chooses among 15 document types such as
notice,request,reply,report, andletter, then checks direction and authority. - Reference lookup: searches public templates from the same agency, topic, and batch to extract format, structure, and language patterns.
- Draft generation: outputs a Markdown draft, keeps verifiable items, and marks unverifiable numbers or document numbers with
〔 〕. - Standard layout: generates a Word file using
python-docx, covering A4 margins, red separator line, title, recipient, body, and attachment pages. - Compliance review: supports leader review and self-check modes, grading issues by format, authority, disclosure status, political expression, language quality, and data consistency.
Boundaries
It is useful for drafting, polishing, layout, and compliance checks, but it does not replace formal office workflow. Classified or restricted content is handled with a “when in doubt, treat as sensitive” stance: the skill flags it for review instead of making a final classification decision. Final approval, signature, sealing, and archiving must still follow the agency’s internal process.
