About this skill

Problem it addresses

When preparing bids, tender requirements are scattered across clauses, scoring rules, disqualification red lines, and commercial terms. Manual drafting and pre-submission review can miss deviations, formatting risks, or similarity issues across files.

How the skill works

The skill covers three stages:
- Tender interpretation: given a pdf, doc, or docx tender file, it extracts eight structured dimensions such as project info, compliance items, disqualification risks, scoring criteria, commercial terms, and pricing requirements, and can export an HTML or Word report.
- Bid draft generation: using the interpreted project and selected package, it produces an editable .docx proposal with table of contents, sections, and placeholders for unconfirmed fields.
- Compliance review: comparing one or more bid files against the interpreted tender, it returns high-risk, pending, and advisory findings with supporting evidence and remediation notes.

Boundaries

Bid generation consumes platform credits and may take more than 10 minutes. Tender files are limited to 50 MB, and each bid file to 1024 MB. Unverified information remains as pending fields, and partial semantic review output should not be treated as a complete audit conclusion.
