Why this skill matters
Bid rejection is often caused by hard compliance misses: expired qualifications, overlooked ★ clauses, deposit/seal/copy-count errors, e-bid CA signature gaps, or missing consortium agreements. This skill is aimed at suppliers preparing bid documents. It maps tender requirements—disqualification clauses, formatting rules, qualification conditions, and deadlines—into a trackable checklist instead of giving generic advice.
How it works
The workflow starts with an input gate: if the tender requirements, deadline, e-bid/consortium status, or user goal is missing, it asks for the missing item and stops instead of producing a false-complete report. It then scans required blind spots such as ★, disqualification, rejection, deposit, sealing, copy count, e-bid CA, and consortium requirements, and classifies findings into four levels:
- 🔴 Disqualification risks: express rejection clauses or missing mandatory requirements
- 🟡 Qualification documents: certificates, track record, personnel, financial status, and near-expiry items
- 🟢 Formatting: table of contents, page numbers, binding, cover page, and other deduction items
- ⏰ Timeline: clarification, deposit, deadline, opening, and bid validity
The output must include a project echo line, a blind-spot warning block, the four-level checklist, and a Top5 self-check summary. Unconfirmed items are marked as unknown risk rather than silently filled. E-bid and consortium scenarios add dedicated sections.
Scope and cautions
This skill does not replace legal or formal compliance review and does not give a definitive legal conclusion that a bid “must” be rejected or awarded. Legal references are directional and should be verified for current validity. Government procurement goods/services and 87/94 order cases are outside scope. Treat bid documents as confidential and avoid entering pricing or core commercial details.
