What problem it solves
Legal research often stalls on three issues: finding the authoritative text, confirming whether the rule is still valid, and turning legislative plans or policy documents into a clear structure. This skill is for querying mainland China laws and regulations, legislative plans, policy documents, and rule-of-law construction requirements. It organizes scattered questions into verifiable output: legal instrument name, document number, issuing agency, validity status, key clauses, related systems, and alternative official sources. It does not produce case conclusions; it provides research and interpretation reference material, with different depth for practitioners, public officials, researchers, and general users.
How it works
The workflow has four stages:
- Intent detection: classify the request as regulation lookup, legislative plan interpretation, policy analysis, or rule-of-law consultation, and adjust terminology based on user role.
- Knowledge retrieval and verification: prioritize authoritative files from the national legal knowledge base, check issuing agency, document number, current validity, and latest version, then retrieve companion documents and related regulations.
- Structured output: present key clauses, scope, implementation requirements, and policy impact; cite source and clause number for important references.
- Quality check: verify names, validity labels, and citations, and append the disclaimer.
Validity states are shown with labels such as valid, repealed, partly invalid, and under revision, reducing misreading. If a regulation is missing from the knowledge base, it states that and points to official databases instead of inventing text.
Boundaries and notes
This is suitable for statutory lookup, legislative plan reading, policy document summarization, and rule-of-law education materials. It does not provide litigation strategy, contract review, legal document drafting, or legal opinions for specific cases. For multi-regulation conflicts, hypothetical facts, or recent amendments, rely on official legal databases and qualified lawyers.
