About this skill

Problem It Solves

In state-owned enterprises, public institutions, and other Chinese organizational settings, many workplace issues cannot be reduced to process alone. Leadership intent, promotion visibility, factional relationships, official-document writing, inspection preparation, and cross-departmental benefit allocation all shape execution. zhongguoshi-zhichang treats these as decision problems: how to identify constraints, choose actions, and manage risk under opaque rules.

How It Works

The skill turns a workplace dilemma into a structured recommendation:

  • Scene classification: determine whether the question is about cognition, upward management, lateral relations, self-management, long-term strategy, or practical office skills.
  • Framework synthesis: compress insights from roughly 25 novels, historical accounts, governance studies, and workplace books into actionable principles, without citing book titles.
  • Structured output: usually follow scene analysis → principles → operating steps → red lines → underlying reasons.
  • Risk framing: when moral judgment is involved, separate what is common from what is normatively right, so common practice is not presented as correct practice.

Scope and Caveats

It is best suited to Chinese organizational contexts, such as communicating with leaders, managing colleagues, writing reports, handling meetings, preparing inspections, and assessing career timing. It does not replace labor law, HR policy, or legal advice, and it should not be used to package non-compliant behavior as strategy. For compliance, compensation, labor disputes, or legal exposure, formal institutional rules and legal counsel remain the authoritative sources.

Use Cases

  • When a new leader arrives, map priorities, decision style, and red lines to shape reporting and proposals.
  • Before a cross-department project starts, align ownership, credit, resource boundaries, and talking points.
  • Before annual reports or speeches, set audience, message, key results, and wording to reserve.
  • Before audits or inspections, align hard and soft metrics, records, and Q&A talking points.

Best For

  • Mid-level managers in state-owned enterprises who need to advance cross-department projects, clarify credit and resource boundaries, and manage leadership dynamics.
  • Office staff in public institutions or state-owned enterprises who need to draft documents, arrange meetings, keep records, and prepare inspection materials.
  • Early-career employees in institutional settings who need to read leadership intent, colleague dynamics, and promotion signals without stepping on mines.
  • Employees in institutional roles facing promotion, transfer, or exit who need to judge career timing, boundaries, and the right moment to leave.
