About this skill

Problem

Training plans often start from employee requests and leader nominations, but many needs lack support from strategic goals or performance gaps. This leads to interest-driven items consuming group budget, duplicated departmental projects, and unresolved critical capability gaps. The skill turns loose request lists into traceable, ranked, executable capability-gap analysis.

How It Works

It scans inputs across organization → role → individual layers:
- Organization: annual strategic goals and business priorities
- Role: role capability model and current employee levels
- Individual: employee or leader-stated needs

It outputs six sections: needs overview, strategic decoding, capability gap matrix, classification and priority, overlap/conflict detection, and training plan recommendations. Priority uses gap score × strategic weight × coverage × urgency, and strictly separates remedial, enhancement, transformation, and interest-type needs. When data is missing, it flags gaps and falls back to a general capability framework instead of silently inventing data.

Boundaries

  • Best for training planning with strategic goals, role capability models, or performance reviews
  • Not suitable for pure wish lists with no capability data
  • It focuses on what to train, not why prior training failed; repeated gaps should trigger a separate training-effect review
