Problem

A common issue in operations plans is not whether campaigns exist, but whether the plan can explain why target users complete the target behavior and whether the results can continue at a controllable cost. This skill reviews operations plans, growth plans, community rules, or SOPs, checking whether goals, user paths, metric baselines, budgets, and execution capacity are aligned, while avoiding the mistake of treating correlation as causation or treating external case results as local evidence.

How It Works and Boundaries

The skill first confirms required inputs: business goal, target users, target behavior, execution period, and current baseline. It then marks data and judgments as fact, inference, or unknown, and checks goal clarity, user segmentation, reach, activation, conversion, retention, recall, and the supporting capacity for budget, staff, content, systems, support, and exception handling.

It outputs:
- Seven-dimension scoring: tied to plan actions, funnel data, resource constraints, or external rules, with metric definitions stated.
- Experiment priorities: with target audience, evidence, cost, applicable conditions, and stop conditions.
- SOP and dashboard recommendations: including owners, timelines, metrics, and exception handling.
- Two-week, monthly, and quarterly plans: turning one-off review into an executable operating mechanism.

Without baseline or control data, it can review process and execution completeness, but it should not calculate false lift. External cases are references only and do not promise replicated results. It does not recommend violating outreach, induced sharing, fake traffic, or privacy-invasive methods.
