During bidding, tender documents can span hundreds of pages, making manual interpretation error-prone and likely to miss critical disqualification red lines or scoring criteria. Bid document creation often involves repetitive formatting and content adjustments, consuming significant time. Compliance review relies on human expertise, leading to high risks. These issues reduce bidding efficiency and increase chances of bid rejection, necessitating automated tools for precise document handling.

Core Capabilities and Workflow

The skill integrates three AI-driven modules to create a closed loop from interpretation to final documents:
- Intelligent Interpretation: Input tender documents (supports .pdf or .docx formats, ≤50 MB), and AI automatically extracts 8-dimensional structured data, including project info, compliance items, disqualification red lines, scoring criteria, etc. It generates control insights and interpretation reports (exportable as HTML/Word).
- Bid Document Generation: Based on interpretation results, after user selects a package, AI generates bid document .docx files automatically, handling package selection, requirement extraction, outline creation, and content filling. It supports specified page counts (up to 500 pages), with output files containing table of contents and to-be-filled bookmarks.
- Compliance Review: Compares tender documents with bid files (each ≤1024 MB) to output a tiered risk checklist (high risk/pending review/prompts), multi-file similarity detection results, and correction suggestions, with exportable compliance reports.

Key steps: User provides file paths or uploads → AI executes commands in backend (e.g., python3 scripts) → Real-time progress updates → Outputs absolute full paths for final reports or files (e.g., /Users/you/biaoshu-bailian-files/某项目_投标文件.docx).

Applicability and Caveats

• File Limitations: Only supports .pdf, .doc, .docx formats; tender documents ≤50 MB, bid files ≤1024 MB; cloud URLs are downloaded locally first.
• Dependencies: Requires obtaining an App Key via Bailian official site (format like bk_live_xxxxx); trial points are consumed only in bid generation, but interpretation and review submission require a balance >0.
• Implicit Operations: All backend commands are hidden from users; users only need to provide files, requirements, and App Key; output products must include full paths, not just directory names.
• Experience Accumulation: Supports optional feedback of adjustment experiences to the platform, limited to 20 entries per day, with no guarantee of use in future generations.
