In the bidding process, teams often struggle with several specific hurdles: manually extracting critical information—such as disqualification triggers, scoring criteria, and hidden client preferences—from a lengthy, complex tender document is time-consuming and error-prone; drafting or assembling technical proposals and commercial documents from scratch while strictly adhering to tender formats is stressful; and performing a final compliance check to ensure the entire submission is responsive and error-free is labor-intensive and difficult to do comprehensively.

How It Works: Core Capabilities and Workflow

This skill leverages the "Bailian Proposal Writer" backend service to automate key stages of the document workflow through three core modules.

• Intelligent Analysis: The skill accepts a tender document (e.g., project.pdf). The backend service performs a deep analysis and generates a structured 8-dimension report covering project info, compliance items, disqualification red lines, scoring criteria, key requirements, commercial terms, pricing demands, and procurement background, along with bid control insights and participation recommendations. This forms the knowledge base for all subsequent steps.
• Document Drafting: Post-analysis, the skill can automatically select the relevant package (in multi-package tenders), plan a content outline, generate text, populate standard templates, and output a complete .docx proposal document. It supports a target page count (up to 500 pages). The output includes a table of contents, chapter bookmarks, and "to-fill" item locators, making it easy for users to edit selectively.
• Compliance Review: The skill can accept one or more proposal documents (each up to 1024 MB) and cross-check them against the tender requirements. It outputs a tiered risk list (High Risk / To Review / Advisory), where each item includes the tender reference, evidence from the proposal, and modification suggestions. It also performs multi-file plagiarism detection and can export a visual compliance report.

Key Interaction Flow: The user simply provides files (via a local path like /Users/me/xxx.pdf or a cloud URL) and expresses their request in natural language (e.g., "analyze this tender document"). All backend commands (involving API calls) are executed by the assistant on behalf of the user, who never interacts with them directly. Upon completion, the assistant returns the full absolute path of the generated report or document to the user.

Boundaries and Considerations

• File Constraints: Analysis supports tender documents ≤ 50 MB; compliance review supports proposal documents ≤ 1024 MB. Files exceeding size limits or in unsupported formats cannot be processed.
• Credits & Billing: Intelligent Analysis and Compliance Review themselves do not consume credits, but Document Drafting does. All steps require a positive App Key balance before submission.
• Review Scope: The compliance review for multiple proposals results in a "tiered issue list" and "plagiarism detection hints." Reports may include a "partial results" prompt, which does not constitute a final compliance guarantee for the proposal and still requires human judgment.
• Workflow Dependency: Compliance Review generally requires that the corresponding tender document has been successfully analyzed by this skill to establish a baseline for comparison.
