How the skill works

The skill supports three workflows:
- Quick generation: it confirms the project type and specialty category, then uses resources such as 01-编制总则与适用范围.md and 02-项目概况模板.md to produce a chapter-one outline, guidance for the project overview, and blank forms.
- Chapter-by-chapter drafting: for each chapter, it outputs the general-outline requirements, Guangzhou-local requirements, form templates, and data-collection tables, then checks whether user-entered content is complete.
- Compliance review: for an existing draft, it checks chapter completeness, heading hierarchy, required form fields, and data-collection conventions, then lists missing items, non-compliant items, and revision suggestions.

Key checks include whether level-one and level-two headings come from the general outline and remain unmodified; whether housing-construction and municipal-traffic projects use the matching templates; whether specialty categories are valid and specific; whether construction nature is one of new construction, expansion, renovation, or repair/retrofit; whether key form fields are empty; and whether data-collection wording follows the required phrasing. Boundaries and caveats

The skill is scoped to Guangzhou municipal government investment projects, especially new and expansion/renovation projects, and can be used by reference for project proposal drafting and review. Projects requiring national or provincial approval should follow the approving authority's rules. Project types such as drainage networks, landscaping, water conservancy, and rail transit are only reference-compatible.
