It does not generate new data but intelligently queries and parses the comprehensive national procurement database from Shibobo Technology through a strictly whitelisted set of API calls. Its core capabilities and key workflow steps are:

1. Intent Recognition & Condition Building:

   • It first parses user queries for industry, region, time, amount, purchasing unit, winning bidder, project ID, and natural language intent.
   • It automatically enriches keywords using predefined synonyms from references/national-keywords.json and applies exclusion terms to filter out irrelevant content like recruitment or conferences.

2. Precise API Orchestration:

   • Bidding Search: Utilizes searchProjectApi or the agent-optimized SearchProjectForAI for initial retrieval.
   • Structured Detail Retrieval: Employs getZTBStructreDetail to obtain structured fields like purchaser, amount, and contact information.
   • Contract & Planned Project Analysis: Uses searchProjectContactApi and searchNZJProjectApi to respectively mine contract records and early-stage planning opportunities.
   • Source Audit: Calls getCollectUrl to retrieve original announcement links for data traceability.

3. Result Processing and Output:

   • Output follows a principle of "conclusion first, supported by tables, followed by actionable recommendations," including fields like project name, involved parties, amount, region, and announcement stage.
   • Results are deduplicated using id + publishTime, and different announcements for the same project ID are concatenated into a project timeline.
   • All displayed content is based solely on actual fields returned by the API; missing data is explicitly marked as "Not Returned."

Usage Boundaries and Key Constraints

To ensure accuracy and compliance, users must be aware of the following:
- Data Reliance on Third-Party: All analysis results are sourced from the Shibobo Technology API; the breadth and depth of analysis are determined by its data coverage and update frequency.
- Strict Adherence to API Whitelist: It is prohibited to call or fabricate any API not explicitly listed in the SKILL.md, ensuring transparent and controllable operations.
- Key & Quota Management: A valid key must be provided via the environment variable BBIAO_API_KEY. If the quota is insufficient, the skill will halt and direct users to the official purchase channel, without automatic retries or payments.
