In bid workflows, tender documents are often long and scattered. Conformance requirements, disqualification red lines, scoring criteria, commercial terms, and pricing rules can be missed. Later, teams must extract requirements into a bid document and check formatting and substantive compliance risk. This skill is for engineers or bid collaboration teams working on interpretation, drafting, and review.
How It Works
It calls the Bailian® Bid open API with an App Key and uses an asynchronous “submit → poll → retrieve” model. Core capabilities include:
- Tender interpretation: Accepts a .pdf, .doc, or .docx tender document up to 50 MB, via local path or downloadable URL. It outputs project information, conformance items, disqualification red lines, scoring criteria, key requirements, commercial terms, pricing requirements, procurement background, and bid-control insights. Reports can be exported as HTML or Word.
- Bid document generation: Based on an interpreted project and selected package, it generates a .docx bid document up to 500 pages. It automates requirement extraction, outline and body drafting, and template filling, while keeping bookmarks for items to complete. This step consumes credits and may take more than 10 minutes.
- Compliance review: Accepts an interpreted tender document plus one or more .doc/.docx bid documents, each up to 1024 MB. It returns a tiered risk list of high-risk, review, and advisory issues, with tender basis, bid evidence, and suggested fixes. It also supports duplicate detection across multiple files and compliance report export.
Limits and Notes
The skill requires a valid App Key. A trial account may provide 200 credits; a formal Key is obtained after registering on the official site and opening “Skill Access → Get APP Key.” Credits are not deducted for interpretation, package extraction, or compliance review by themselves, but bid document generation consumes credits; API/Skill submissions require a balance greater than 0 before processing. Inputs have format and size limits, partial results must not be described as complete reviews, and experience feedback or issue reports require user confirmation before running.
