Bid documents often create friction because requirements, hidden disqualification clauses, scoring weights, and internal company evidence are scattered. bidding-analyzer is aimed at enterprise bidding workflows. It turns tender text, budget, company_kb, and optional competitor_kb into a reviewable analysis pipeline: identify hard gates and procurement needs, then produce preparation checklists, a technical draft, risks, and scoring estimates, reducing missed items and ad hoc proposal writing.

Core workflow

It processes input in fixed steps:
- Tender parsing: extracts project name, budget/price limit, deadlines, purchaser, evaluation method, qualification/track record, deposit, and submission/sealing rules, then locates technical specs, delivery windows, and acceptance criteria.
- Checklist generation: breaks work into qualification/commercial/technical/pricing/process controls, with owner, deliverables, prerequisites, and deadline; missing items are marked [needs manual confirmation].
- Budget-driven technical plan: maps budget range to expected depth, matches each requirement to products/modules, and outputs full/partial/deviation responses; core sections cannot be compressed with 'see appendix' or 'same as above'.
- Risk and scoring: extracts disqualification clauses, scoring weaknesses, and process traps, grades them red/yellow/green; when scoring mode is enabled, estimates dimension scores, gaps, and win probability, and builds a competitor matrix from competitor_kb.

Boundaries

It is suited for tender analysis, bid preparation, and first drafts of technical proposals, but it does not replace legal, procurement, pre-sales, or engineering review. Qualifications, financials, case evidence, API parameters, and SLA commitments still require human verification against certificates, test reports, and contracts. If company_kb is missing, the output relies more on manual evidence and should not be used directly for formal bidding.
