About this skill
Problem
Tender documents are long and fragmented. Evaluation rules, disqualification lines, qualification requirements, and pricing clauses are easy to miss. Existing bid files can still fail due to formatting, deviation, or duplicated content. This skill connects interpretation, bid generation, and compliance checking as a backend workflow.
How it works
It calls the Bailian Bidding open API using an App Key, with an async submit, poll, and retrieve model. Users mainly provide file paths and request outcomes:
- Interpretation: accepts .pdf, .doc, and .docx tender files up to 50 MB, and returns an 8-dimension structure covering project information, compliance items, disqualification risks, scoring standards, key requirements, commercial terms, pricing requirements, and procurement context, plus bid-control insights and HTML/Word reports.
- Bid generation: uses an interpreted project to generate a .docx bid file. A page target can be set up to 500 pages, with package selection, requirement extraction, outline generation, template filling, and placeholders.
- Compliance review: checks one or more bid files up to 1024 MB each, returning high-risk, review, and advisory findings with tender basis, bid evidence, revision suggestions, similarity detection, and a compliance report.
Boundaries
The skill requires a valid App Key and platform balance. Bid generation consumes credits, while interpretation, package extraction, and compliance review do not consume credits directly, but all API entry points still require a balance greater than zero. Files must be local paths or cloud URLs; cloud files are downloaded first. Output paths should be absolute full paths, and partial results must not be described as complete reviews.
