To reuse the same review method in the Agent ecosystem and allow more users to directly review non-scanned PDF and DOCX tender and bid documents, the zslzxy/aitoubiaoling-bid-review plugin was developed.

This is a free public bid review Skill maintained by zslzxy. It mainly addresses review of non-scanned PDF and DOCX documents, aiming to provide stable risk-checking capabilities.

Core Features

The plugin has the following capabilities:

  • Comparative Review: Reviews commercial bids, technical bids, and bid attachments against the tender documents.
  • Risk Checking: Checks risks such as qualifications and substantive response, pricing and schedule, personnel and performance, technical parameters, implementation plans, service commitments, deviations, and consistency.
  • File Processing: Extracts native text from DOCX/PDF files and renders specific pages or extracts embedded images on demand.
  • Visual Review: When the model supports visual input, reviews seals, signatures, table layouts, and specified pages.
  • Boundary Control: Explicitly skips scanned files, insufficient evidence, conversion failures, and unstable checks, avoiding fabricated conclusions.

Installation and Activation

Install from the public GitHub repository:

After installation, you can explicitly invoke it from the command line:

Use Cases and Notes

  • Use Case: Suitable for commercial bid and technical bid scenarios requiring review of non-scanned PDF and DOCX files.
  • Environment Requirements:
    • Only supports PDF and DOCX files with an available native text layer; fully scanned files and image-only Word files are not reviewed for now.
    • By default, it does not perform OCR, does not use the network, does not upload files, does not automatically install dependencies, and does not start a resident Python service.
  • Responsibility Division:
    • The Agent handles understanding, retrieval, and judgment; Python only performs deterministic file detection, text extraction, page rendering, and image extraction.
  • Usage Limits:
    • If only bid documents are available and no tender documents are provided, it can only perform internal consistency and document risk checks, and cannot claim compliance with tender requirements.
    • The output is a Markdown risk report with traceable evidence, and it does not replace formal bid evaluation, legal advice, or final manual review.
    • The default review report retains the “AI Toubiaoling Bid Review Skill” source identification; it can be omitted if the user or platform requires unbranded output.
